Yes, we are being scapegoated. Many public servants made very little from the boom. Instead they took pride in working in the public service. Yes demands for extra pay were made, but it is important not to forget the context in which these demands were made. At one point in the early years of this decade, it was nearly impossible for the low paid working in the public service to get a mortgage to buy a house. Then many people bought houses for what we know now to be ridiculous large figures. However, we must not forget that those mortgages still need to be paid back.
If pay cuts do take place, then there needs to be recognition of the vast disparity in pay scales between those at the top, and those at the bottom.

Maybe a compromise on public sector pay would be to have a pay freeze at present levels for say three years?

I have not see any hard evidence (apart from the ESRI "report") that would justify any pay cuts. After all, look at ESB and AIB staff getting pay rises!
