This month sees the retirement of an unprecedented number of personnel from across all parts of the public service. The departure of experienced and knowledgeable staff will present challenges to organisations as they strive to maintain public services with reduced numbers of colleagues. There will also be gaps in expertise within organisations that will need to be addressed.


At a time of limited recruitment into the public service, increased reliance will be placed on the transfer of personnel across the public sector to meet the operational requirements of organizations. To facilitate the transfer of staff through redeployment, resource panels have been established for both General Service and Professional and Technical grades and processes have been outlined governing the transfer of people from these panels to meet the operational requirements of public sector bodies.


Redeployment and the transfer of staff through reallocation and reassignment gives rise to complex legal and personnel issues. In particular the transfer of staff, particularly across divisions and organisations, can raise significant challenges for both the person who is transferring to a new role and the organisation to which he or she is moving.


On 28 February 2012, Public Affairs Ireland is holding a special training seminar on the redeployment and transfer of staff featuring leading employment law and HR experts.
