The moratorium on recruitment in the public service is raising many difficult and practical issues for employment practices across the civil service and the wider public sector. In particular the complexities surrounding the employment of people on temporary contracts is a major issue with legal and HR challenges surrounding the continued employment or termination by reason of non renewal of the contracts of such people. This seminar reviews the legal and practical implications for public sector bodies of the Department of Finance moratorium on recruitment and its application to people on temporary contracts in the public sector.
In particular the moratorium specifies that such contracts will not be renewed if they expire during the term of the moratorium (unless expressly agreed otherwise by the Minister for Finance). This will raise complex legal and HR issues for organisations and individuals.
